DAR ES SALAAM — Tanzania is considering a new venture capital fund designed to channel investment into startups through professional fund managers, as the country looks to address financing barriers faced by young businesses.
Finance Minister Khamis Mussa Omar outlined the proposal during discussions linked to the Tanzania Alternative Financing and Innovation Initiative at Tanzania Startup Week in Dar es Salaam. The proposed fund would operate as a “fund of funds”, investing through specialised investment managers rather than directly selecting individual startups.
The approach is intended to attract private capital and strengthen the management of startup investments. Unlike conventional bank lending, which often requires collateral and an established financial record, venture capital generally provides equity financing in exchange for an ownership stake in a business.
For Tanzanian founders, the proposal could eventually offer another route to funding for businesses with growth potential but limited access to traditional loans. Investment readiness, credible financial records, a clear business model and evidence of customer demand will remain important for attracting investors.
The proposal is not the same as a fund already distributing money to businesses. Its eventual impact will depend on how it is structured, capitalised and implemented, as well as the investment criteria adopted by participating fund managers.
