Capital-Market Reforms Open New Financing Options for Tanzania’s Public Institutions

ARUSHA — Recent reforms to Tanzania’s capital markets are creating additional options for public institutions seeking long-term financing, as the government looks to mobilise more capital for infrastructure and development projects.

Stanbic Bank Tanzania said the reforms are strengthening the market’s ability to connect public institutions with domestic and international investors. The bank made the remarks during the 2026 Chairpersons and CEOs Forum in Arusha, which brought together more than 700 leaders of public institutions.

Among the changes highlighted by the bank are the opening of Treasury bills and government bonds to foreign investors and the introduction of a Sovereign Yield Curve providing daily pricing benchmarks for government securities with maturities of up to 25 years.

These developments could give public institutions additional routes to raise long-term funding through debt markets, while providing investors with clearer benchmarks for assessing the cost and risk of longer-term investments.

The government has also indicated plans to list some public institutions on the Dar es Salaam Stock Exchange, potentially broadening public ownership while providing another source of capital for qualifying entities.

The reforms come as the value of government investments in public institutions rose from about TZS67.7 trillion in 2020/21 to TZS92.3 trillion in 2024/25, according to Stanbic.

Stanbic Head of Client Coverage, Corporate and Investment Banking, Elias Ngunangwa, said stronger governance, reporting and project preparation would be increasingly important as institutions seek investment.

Stanbic said it has deployed more than US$1 billion in development finance in Tanzania over the past five years, supporting infrastructure, energy and trade projects.

The reforms place greater emphasis on public institutions developing projects that can attract long-term capital, potentially increasing the role of investment banks, pension funds, insurers and international investors in financing Tanzania’s development pipeline.
