DAR ES SALAAM — Tanzania has widened access to its government securities market, allowing non-resident investors from outside regional blocs to invest in Treasury bills and government bonds.

The change follows amendments to the Foreign Exchange Regulations, 2026, issued under Government Notice No. 206 and published in the Government Gazette on 17 July 2026, according to the Bank of Tanzania (BoT).

Previously, participation in Tanzania’s government securities market was restricted to investors from the East African Community (EAC), Southern African Development Community (SADC) and the Tanzanian diaspora.

The new rules remove that geographic restriction, potentially giving international institutional investors and other non-resident investors a wider route into Tanzania’s local-currency government debt market.

The BoT said the reform is intended to broaden participation in the government securities market, deepen domestic financial markets and strengthen Tanzania’s attractiveness as an investment destination.

Under the amended regulations, non-residents will access Treasury bills and government bonds through approved Central Depository Participants (CDPs), subject to applicable laws and operational requirements.

For banks, investment firms and other financial-market participants, the change expands the potential investor base for government securities and could increase international participation in Tanzania’s domestic capital markets.

The move also comes as the Bank of Tanzania continues efforts to develop the country’s financial markets. The central bank’s current policy framework places emphasis on maintaining price stability while supporting financial-sector development and economic growth.

BoT Governor Emmanuel M. Tutuba signed the public notice announcing the regulatory change. The amended Foreign Exchange Regulations are available through the Bank of Tanzania.
